Summary of the Thursday 25 May 2023 Ordinary Council Meeting

Negotiated Decision & Infrastructure Charges Notices — Davies Road, Malanda

A request for a negotiated decision notice — relating to plan of development, and conditions on design, water supply and roadworks — was approved. A request for a negotiated infrastructure charges notice was refused.

An infrastructure agreement will be negotiated for contributions for the water infrastructure to service the development.

Priors Creek Development

The Priors Creek Development preliminary design was endorsed. The design refines and defines design elements including set out and materials. It allows for the progression to working and construction drawings.

An expression of interest will be developed for public art for Priors Creek.

Agricultural Advisory Committee

The unconfirmed minutes from the Friday 14 April Agricultural Advisory Committees were noted. The committee was created to establish and maintain formal and constructive relationships with agricultural producers and landholders.

Business Continuity Documents

Core business continuity documents were reviewed and updated. The Business Continuity Management Framework outlines the strategic methodology for improving the organisation’s resilience to interruptions. The Corporate Business Continuity Plan coordinates the organisation’s activities at a strategic level following a major business disruption. The Pandemic Plan guides the organisation’s approach to managing the business disruption caused by pandemics.

Hitchconole Road Solution

Gravity blocks will be used for the Hitchconole Road Embankment Stabilisation project.

Tenders

T-TRC2023-02 for the management of the Disaster Recovery Funding Arrangement Program was awarded to ARO Industries for $234,300 including GST.

T-TRC2022-05 for the cleaning of public amenities was extended to Thursday 2 May 2024.

Tender T-TRC2023-01 for the dry hire of plant and equipment at waste sites was awarded to North West Services Pty Ltd for $366,827.18 including GST for one year, with options for extending up to two years.

Tender T-TRC2022-15 for waste and recyclables collection was awarded to JJ Richards and Sons Pty Ltd for eight years with the option of two additional years for $23,200,283 including GST (10-year cost). Consultation with the unions and staff will continue.

Mount Garnet Waste Transfer Station

The Mount Garnet Waste Transfer Station will close permanently and the community are directed to the nearby Innot Hot Springs Transfer Station. The permanent closure is the result of low patronage and high cost of repairs.

Financial Report

Operating revenue is tracking to budget expectations with a variance of just 1.96%. Total expenses are under budget by 1.72%. The employee benefit variance is expected to reduce once enterprise bargain agreement is certified and associated backpays are processed, and vacancies filled.

Second Revised Budget

The second revised budget for the 2022–23 financial year included a revised capital budget summary and report, and comprehensive income statement. The capital budget review includes adjustments due to scope changes and project alignment.

Fees & Charges

Fees and charges are reviewed annually with consideration given to the cost of delivering the service and the regulated requirement of the service. The fees and charges for caravan parks, cemeteries and facilities were endorsed. Other fees and charges were endorsed in March 2023. All revised fees and charges will come into effect on Saturday 1 July 2023.

Revenue Policy

The Revenue Policy is updated annually to provide guidance on the development of the annual budget.

Sole Supplier

The list of specialist and sole suppliers was endorsed. Sole suppliers are the only supplier that can reasonably supply required goods or service. Specialist suppliers can provide specialised or confidential goods or services.

Atherton Show Society License

A licence to occupy for up to five years will be granted to the Atherton Tablelands Show Society Inc. over parts of the Atherton Showgrounds.

Conversion of Term Lease

Department of Resources will be advised that TRC has no objection to the application to convert the term lease to freehold over Lot 11 on CP896922 on Nymbool Road.

Standard Licence Terms

A new Standard Terms Licence Agreement was approved. The standard terms were developed to improve the process for establishing license agreements. The Land Use and Tenure Policy will be updated to reflect the new agreement.

Tablelands Tomorrow Program Completion

A report on the completion of the Tablelands Tomorrow Project was received and noted. The program was a free, multi-stage and innovative local career guidance program for Tablelanders aged 15–24 that was co-delivered by TRC and Vocational Partnerships Group. The program was well-supported across the region and provided the tools for young people to make more informed decisions about their career interests and pathway preferences.

Delegation of Statutory Powers

Under Section 257 of the Local Government Act 2009, the CEO was delegated the identified powers contained in the Stock Route Management Act 2002 and Land Act 1994.

Peterson Creek

A report will be brought to the July ordinary meeting that investigates the land title along Peterson Creek between the Gillies Highway and Frawley’s Pool, and identifies opportunities to maintain the Peterson Creek Walking Track.

Leases & Licenses

A report will be tabled at the June ordinary meeting that lists outstanding and incomplete leases and licenses, including the dates for reassessment and renewal, and the prioritisation and actions for leases and licenses for the year commencing Saturday 1 July 2023.

Service Planning Report

Subject to advice from the CEO, the Service Planning Report will be tabled at the June ordinary meeting. An implementation report (July 2023 – July 2024), including costs of additional resources and processes for examination of recommendations, will also be developed and tabled.

Traffic Management Initiative

A one-off contribution of $40,000 will be made to the Queensland Police Service for the installation of traffic monitoring measures in the region.

Carinya Home For The Aged Reserve

TRC will liaise with Department of Resources regarding the transfer of trusteeship over the reserve Lot 802 SP168112 (local government reserve) and Lot 820 NR7480 (reserve for park and recreation) to Carinya Home of the Aged Inc.

Agendas, Minutes & Next Meeting

The next Planning Committee meeting will be at 9am Thursday 8 June and the next ordinary Council meeting will be at 9am Thursday 22 June. The meetings are held at the Coordination Centre, 15 Vernon Street, Atherton, and are live streamed and recorded.
