Millaa Millaa Master Plan

A $25,000 community project request from the Millaa Millaa Progress Association was approved for the development of a master plan for Millaa Millaa.

Reconfiguring of a Lot

A development permit was approved for the reconfiguring of a lot (one into two) at 13 Coleman Road, East Barron, subject to conditions.

Local Disaster Management Group (LDMG) Terms of Reference, Structure & Membership

The updated Terms of Reference for the LDMG, Recovery Group and functional Recovery Sub-groups were adopted and the need for Councillors to engage with their local Community Disaster Teams was endorsed. Councillors were assigned as chairs and advocates on the recovery sub-groups:

  • Interim Chairs of LDMG Recovery Group — Councillor Kylie Lang and Deputy Mayor Dave Bilney. The position will be revisited in July 2024.
  • Infrastructure Recovery Sub-group — Councillor Kylie Lang (advocate)
  • Public Health and Environment Recovery Sub-group — Councillor Con Spanos (advocate)
  • Human-Social Recovery Sub-group — Councillor Maree Baade (advocate)
  • Economic Recovery Sub-group — Councillor Annette Haydon (advocate)

Local Government Association of Queensland (LGAQ) Policy Executives District Representation

A TRC Councillor will not be nominated to the LGAQ Policy Executive.

These advisory committee meeting minutes were received and noted:

  • Regional Arts Development Fund Advisory Committee meeting on Thursday 29 February.
  • Rocky Creek War Memorial Park Advisory Committee meeting on Thursday 29 February.
  • Tablelands Regional Art Gallery Advisory Committee meeting on Wednesday 13 March.

Advisory committees assist TRC in understanding current and future community needs, provide constructive options for solutions, and inform decision-making processes. These Councillors were endorsed as representatives on the advisory committees:

  • Rating Advisory Committee — Deputy Mayor Bilney (chair) and Councillor Kevin Cardew.
  • Agriculture Advisory Committee — Councillors Kevin Cardew (chair) and Maree Baade.
  • Audit, Risk and Improvement Committee — Mayor Rod Marti and Councillor Con Spanos. The committee has an independent chair.
  • Cycling Advisory Committee (incorporating Rail Trail Advisory Committee Terms of Reference (ToR)) — Deputy Mayor Dave Bilney (chair) and Councillor Con Spanos.
  • Herberton Mining Centre Advisory Committee — Councillor Annette Haydon (chair).
  • Youth and Inclusion Advisory Committee — Councillor Kylie Lang (chair).

 Tenders

  • Contract T-TRC2023-01 with North West Services Pty Ltd for the dry hire of plant and equipment for waste sites was extended for 12 months for $366,827.18 including GST with an option to extend for a further 12 months.
  • Tender T-TRC2024-03 for the cleaning of corporate facilities and public amenities (all routes) was awarded to Penelope’s Performance for $810,301.00 excluding GST for 12 months with an option to extend for a further 12 months.
  • Tender T-TRC2024-09 for the construction of a shelter over one of the netball courts in Ravenshoe was awarded to Richard Field Constructions Pty Ltd for $778,261.00 including GST.
  • Tender T-TRC2024-12 for the asphalt overlay program was awarded to Pioneer North Queensland Pty Ltd for $352,833.53 including GST.

Financial Statement

Operating revenue and expenditure continue to be on target.

Councillors to be Considered Employees for Superannuation & Tax Purposes

Council resolved to be an eligible local governing body, meaning that the remuneration of Councillors will be subject to withholding tax and Councillors are taken to be employees for the purposes of the Superannuation Guarantee Charge (Administration) Act 1992.

Peterson Creek Walking Track

The Chief Executive Officer will make further enquiries in relation to the survey, valuation and tenure matters regarding formalising the Peterson Creek Walking Track. The CEO will also explore funding opportunities, including private sources, and discuss matters with the owners of Lot 1 Gillies Range Road.

Reserve Land

All steps will be taken to divest TRC’s interest in 1 Mazlin Street, Atherton to Carinya Home for the Aged to facilitate the expansion of aged care in the region.

Routine Maintenance Performance Contract

TRC will enter into an agreement with Department of Transport and Main Roads to provide the 2024–26 Road Maintenance Performance Contract (RMPC). The RMPC provides maintenance services on parts of state-controlled roads in the region.

Project Variation

Variations were endorsed for the Land Restoration Fund Pilot Project due to wet weather causing access and safety issues.
