Sluice Creek Bridge

New bridge barriers will be installed on Sluice Creek bridge at a cost of up to $113,167.

Routine Maintenance Performance Contract

Maintenance on some state-controlled roads is provided in accordance with a Routine Maintenance Performance Contract with Department of Transport and Main Roads. A new agreement will be entered into for the 2022–23 financial year for $2,255,893 excluding GST.

Regional Removal & Beneficial Reuse of Biosolids

A contract for the removal and beneficial reuse of biosolids on behalf of Far North Queensland Regional Organisation of Councils participating councils was awarded to Arkwood (Gloucester) Pty Ltd. The two-year contract has an option to extend for 12 months and cost $334,400 including GST and excluding CPI increases.

Bitumen Reseal Program

The tender for the 2022–23 bitumen reseal program was awarded to RPQ Bitumen for $1,418,394.89 including GST.

Tenders

Tender T-TRC2022-08 for the purchase of a Caterpillar 140-14A Grader was awarded to Hastings Deering for $516,450 including GST. The Unit 13 Caterpillar Grader will be disposed of via auction.

Tender T-TRC2019-31 for the provision of IT-managed services, awarded to Roberts and Morrow Technology, was extended for a further 12 months for $445,400 including GST.

Water Use Concession For Not-For-Profit Recreation & Sporting Clubs Policy

The draft Water Use Concession For Not-For-Profit Recreation and Sporting Clubs Policy allows for concessions on water use charges for not-for-profit recreation and sporting clubs that use reticulated water for irrigation of sporting fields. It seeks to balance the socio-economic benefits of having playing fields of a reasonable standard and the importance of effective water demand management. The draft policy will be tabled at a future ordinary Council meeting and will include a plan for installation of water meters at all relevant sporting fields. A concession of 7.5ML/ha/annum will be applied to the Atherton International Club sporting fields until the policy is finalised.

Financial Report

Fees and charges revenue is higher mainly due to increased caravan park stays over the school holidays. Interest and sale revenue is achieving more for the first month. Rates and charges are under budget due to some water consumption concessions. Expenses for the period are under budget primarily due to staff vacancies.

Disaster Management Exercise

The annual disaster management exercise will be conducted at 8.30am–5.00pm Tuesday 18 October at the Coordination Centre in Atherton. The day will include Wild River Dam Emergency Action Plan, business continuity and radio exercises.

Advisory Committees

Advisory committees help maintain relationships with the community, assist in the understanding of current and changing community needs, provide constructive options to address needs, and inform decision making. The activities for the Atherton Chinatown, Herberton Mining Centre Gift Fund, Malanda Falls Visitor Centre Gift Fund, Ravenshoe Visitor Centre Gift Fund, Regional Arts Development Fund, Rocky Creek War Memorial Park, Tableland Regional Gallery and Tableland Regional Gallery Gift Fund advisory committees were noted and received.

A recommendation of the Herberton Mining Centre Strategy 2022–26 was the establishment of a Herberton Mining Centre Advisory Committee. The terms of reference for this new advisory committee were endorsed and Councillor Annette Haydon appointed as chair.

Regional Arts Development Fund

The Regional Arts Development Fund (RADF) is a Queensland Government partnership, through Arts Queensland and TRC to support local arts and culture. The RADF committee approved funding for 14 projects in the 2021–22 financial year. $38,228 was provided for a range of music, writing, design, public art, heritage and film projects.

Delegation & Statutory Powers

Under Section 257 of the Local Government Act 2009, the CEO was delegated the identified powers contained in the State Penalties Enforcement Act 1999 (SPEA) and Residential Tenancies and Rooming Accommodation Regulation 2009.

Administrative corrections were made to delegations under the National Vehicle National Law. The delegation to withhold consent is to remain with the CEO.

Services Maps

Updated maps of areas benefitting from water, waste and sewerage services are to be provided to Councillors.

Yungaburra Lions Club Lease

A proposed lease with the Yungaburra Lions Club will be tabled at the Thursday 24 November ordinary Council meeting.

Atherton BMX Club

A license agreement will be negotiated with Atherton BMX Club Inc for 69 Grove Street, Atherton.

Customer Request Investigation

A customer request regarding drainage on Curtain Fig Tree Road will be referred to the TRC’s Audit, Risk and Improvement Committee.

Leases

A 15-year trustee lease will be entered into with David MacDonald and Gerard Beekhuis for the Atherton Aerodrome.

Tender T-TRC2022-12 for the lease of shop one in Ravenshoe Town Hall was awarded to Elizabeth Teresa Taylor trading as Tropical North Bookkeeping for of $11,170.40 per annum excluding GST. The lease is for three years, with an additional one-year option.

Tender T-TRC2022-10 for the lease of shop five in Ravenshoe Town Hall was awarded to Shorecan Electrical and Solar Pty Ltd for $15,317.40 per annum excluding GST. The lease is for three years, with an additional one-year option
