Investment Incentive Policy Endorsed

The Investment Incentive Policy encourages the construction of affordable medium density dwellings, development of strategically important industries and attraction of major catalytic projects.

Material Change of Use

Conditions regarding access easement, landscaping, water supply and extra payment conditions were modified for the approved material change of use for non-resident workforce accommodation and rural workers’ accommodation at 601 Channel Road, Walkamin.


Tender T-TRC2022-05 for the cleaning of public amenities was awarded to:

  • Superclean Commercial Cleaners Pty Ltd for $135,146 including GST for routes 1 and 2
  • Penelope’s Performance Cleaning Service $246,785 including GST for routes 3 and 4.

T-TRC2020-08 for traffic control services was extended for 12 months.

Finance Report

Operating revenue is higher than budget expectations primarily due to higher than budgeted operating grant revenue.

Lease Application

The existing tenure arrangements with Tolga Historical Society will continue however their application for a lease over land to construct a shed was refused.

Approved Inspection Program

Property visits to follow up on overdue dog registrations will be carried out across the region from August 2022 to February 2023, and between August 2022 and November 2022 to check that properties are adequately fenced to prevent dogs from wandering.

Herberton Mining Centre Collection Policy & Strategy Endorsed

The Herberton Mining Centre Collection Policy guides the management of the centre’s nationally significant collection by establishing consistent methods and criteria for acquiring and disposing of objects. The Herberton Mining Centre Strategy 2022–26 establishes priorities for the management and growth of the centre.

Age-Friendly Strategy 2022–27 Endorsed

The Age-Friendly Strategy outlines our desire to build a community where older people are valued, supported and able to contribute. It provides guidance to TRC, government agencies, community organisations, community groups and local businesses.

Youth Advisory Committee Annual Report Noted

The Youth Advisory Committee provides youth in our region with a means of communication with TRC on current and emerging themes that impact our young people, and gives oversight of the Tablelands Youth Strategic Plan 2019–24.

Innovate Reconciliation Action Plan

The Reconciliation Action Advisory Committee will develop an Innovate Reconciliation Action Plan (RAP) 2023–25 to continue to embed the actions from the Innovate RAP 2020–22.

Wet Tropics Regional Resilience Strategy Noted

The Wet Tropics Regional Resilience Strategy was established with six nearby Councils and identifies the region’s disaster resilience priorities, identifies and prioritises actions and initiatives to address needs, connects to funding and resource opportunities, and articulates how actions and projects meet local needs and align with state policy objectives.

Agriculture Advisory Committee

A new Agriculture Advisory Committee will be formed to establish and maintain formal and constructive relationships with agricultural producers and landholders. Councillor David Clifton will chair the committee and Councillors Kevin Cardew and Dave Bilney will be members.

Land Use and Tenure Policy

The Land Use and Tenure Policy will be reviewed to ensure it continues to align with Council’s intent.

Waste Services Business Strategy Stage One Implementation

Stage one of the Waste Services Business Strategy will be implemented including decommissioning the materials recycling facility in Atherton, establishing a contract for transporting recycling to the Cairns Materials Recycling Facility, entering into a memorandum of understanding with Cairns Regional Council for processing recycling, and tendering a long-term kerbside collection contract.

A special budget meeting will be held at 9am on Thursday 30 June, and the next ordinary Council meeting will be at 9am on Thursday 28 July. Both meetings will be in the Coordination Centre, 15 Vernon Street in Atherton.
