Summary of Ordinary Council Meeting Thursday 27 November 2025
CEO Report
The CEO’s November report highlighted the community survey for the new multi-purpose facility in Malanda, which is open for responses until 12 January, mentioned the draft Far North Queensland Regional Plan 2025, and provided updates on some of our ongoing projects.
Atherton CBD Development Application
A development application for preliminary approval of Material Change of Use and Planning Scheme Variation across seven Council-owned lots in the Atherton CBD will be submitted. The application will include land in the Priors Creek Parkland precinct and the Mabel Street locality- creating a Mabel Street Precinct, enabling future opportunities for short-stay accommodation, hospitality, retail and commercial uses. An independent external planning consultant will assess the application.
CEO Annual Performance Appraisal Policy
The new CEO Performance Appraisal Policy has been adopted and aligns with the requirements of the Local Government Act 2009 (Qld) and the values of TRC.
Delegations
The Delegations Register has been amended to reflect earlier Council resolutions (from 2024) and legislative updates.
Mount Garnet Mechanical Workshop Approval
A development permit for a mechanical repair and fitting workshop at Zinc Street and Rutile Street, Mount Garnet, was approved, with conditions relating to access, screening, landscaping, hours of operation and lot amalgamation.
Sims Road – Reconfiguring a Lot
A two-lot boundary realignment at 339 Sims Road, Atherton was approved.
Road Opening Request – TMR
The disposal of part of Lot 92 SP282751 to support the opening of road over part of the Kennedy Highway at Rock Creek was endorsed.
Yungaburra Walking Network Plan
The Yungaburra Walking Network Plan and associated Action Plans have been developed with funding from TMR and engagement from the local community. Plans identify potential projects should resources and funding become available.
Capital Projects Report
The October 2025 Capital Projects Report was received, outlining progress across road, bridge, water, wastewater, facility and public space projects, including works at Priors Creek Parklands.
2024/25 Operating Position Report
A report on the final 2024/25 operating position and improvement measures for the coming years was received.
Finance Report – October 2025
Council received the monthly Finance Report showing small variances in revenue and expenditure due to higher-than-anticipated water consumption, timing differences between milestone payments and incurred expenses for disaster recovery works, and capital revenue from developer contributions. Cairns Audiology was recognised as a sole/specialised supplier.
Final Audit Report 2024–25
The 2025 Final Management Report and Closing Report from the Queensland Audit Office were received.
Annual Report 2024–25
The 2024–25 Annual Report was adopted.
This report includes all statutory reporting requirements and provides an overview of Council’s service highlights presented in a new and more user-friendly, accessible format including additional information to keep the community informed.
Audit, Risk & Improvement Committee
The unconfirmed minutes of the Audit, Risk & Improvement Committee meeting held on 13 October 2025 were received. The Committee assists TRC in fulfilling its corporate governance responsibilities, including oversight of financial management, internal audit and risk management.
SES Australia Day Awards
The SES Far Northern Region Australia Day Awards will be incorporated into Council’s annual Australia Day Ceremony.
Concessions
A review of Council’s concession policy will be undertaken to ensure Not-for-Profit organisations receive fair and consistent consideration based on their circumstances and community role.
The updated policy will be finalised by 30 June 2026.
Contracts
Council will negotiate a Deed of Settlement with HEH Civil Pty Ltd regarding disputed claims in relation to Contract T-TRC2022-06 Ravenshoe Water Supply Upgrade Stage 2 WQIP.
Tender FNQ065 for regional collection and removal of ferrous metal, nonferrous metal and used lead acid batteries was awarded to Sims Group Australia Holdings Pty Ltd.

The next Ordinary Council Meeting will be held at 9am on Thursday 18 December 2025 at the Coordination Centre, Atherton.
