CEO Report

The CEO report provided a monthly update on key projects including the Packhorse Creek causeway on Sluice Creek Road, Rolley Road bridge, Allwood Lane bridge, Bauld Road culvert, Priors Creek Parklands and Twelfth Avenue reservoir. The report also highlighted the inaugural TRC Business and Tourism Forum at 5–7pm Wednesday 16 July at the Coordination Centre in Atherton, and ongoing discussions on the Atherton Recycle Mart.

Development Permit

A development permit was approved for a material change of use for health care services at 67 Garnet Street, Mount Garnet, subject to conditions.

Negotiated Decision Notice

The request for a negotiated decision notice was declined for Lot 100 on SP349408 at Manthey Road, Atherton, as the conditions are considered reasonable and relevant.

Variation Request

A development permit was approved for the reconfiguration of two lots into 17 residential lots at 9 and 18 Daly Street, Tolga, subject to conditions.

Corporate Risk Register

The Corporate Risk Register has been updated to reflect the current Councillors’ strategic objectives and approach to risk management.

Views Requests

Department of Natural Resources and Mines, Manufacturing, and Regional and Rural Development will be advised that TRC does not have objections to the conversion of the:

  • rolling term lease of Wombinoo Station, Minnamoolka to freehold land
  • lease in perpetuity of Gunnawarra Station, Minnamoolka to freehold land, subject to conditions.

LGAQ Conference

The CEO will draft and lodge a motion requesting increased Queensland Government funding for renewal of end-of-life assets for presentation at the 2025 Local Government Association of Queensland annual conference.

Capital Projects Report

The received and noted Capital Projects Report provides a monthly summary of the financial position of capital budget expenditure and the status of projects.

Community Project Requests

Atherton Tennis Club’s request to install four new LED lights on existing poles was approved.

Tolga Historical Society’s request to extend their military display building was approved.

Community Building Asset Criticality Methodology

The methodology to evaluate the importance of community assets will be used to set benchmarks for delivery and provision, and identify sustainable service standards in the region. Community engagement will be applied to the methodology to inform a future information session with Councillors.

Off-leash Dog Park

A fence will be installed at the Atherton Off-leash Dog Park to separate large and small dogs, and signs will be reviewed and updated. The arrangement will be reviewed after 12 months.

Financial Report

Operating revenue is on target with a variance of just 1.73%. Capital revenue is under budget at 36.23% as some grant milestones have not been reached. RelianSys was added to the sole and specialised service provider register for specialised local government software to manage delegations, compliance and corporate planning.

Audit, Risk & Improvement Committee

The Audit, Risk and Improvement Committee assists TRC in fulfilling its corporate governance role and oversight of financial management and reporting responsibilities. The unconfirmed minutes of the Wednesday 4 June 2025 meeting were received and noted.

Approved Inspection Program

A six-month selective Approved Inspection Program will be conducted to ensure compliance with the dog registration and microchipping requirements of the Animal Management (Cats and Dogs) Act 2008.

LGAQ NRM Forum

The LGAQ Natural Resources Management Forum (NRM) was held in Atherton on Wednesday 18 June. The forum provided an opportunity for councils and other stakeholders to showcase local NRM and environmental work, and discuss key regional priorities.

Advisory Committees

Fourteen advisory committees will be replaced with a selection of working groups and other committees, and ongoing community forums. The changes have been made to meet legislative requirements while continuing to foster community engagement, transparent decision-making, information sharing and good governance. Associated documents will be updated to reflect these changes and a practical framework for committees will be developed. The process will be reviewed in 12 months.

Tenders

Disaster Recovery Funding Arrangements assistance was activated in response to Tropical Cyclone Jasper and associated flooding in December 2023. Four packages of repair work were established for the TRC Region.

  • T-TRC2024-33 for the South 1 package was awarded to Watto’s Earthmoving and Machinery Hire Pty Ltd for $3,117,394.56 including GST.
  • T-TRC2024-34 for the South 2 package was awarded to Cheshire Contractors Pty Ltd for $3,130,018.14 including GST.
  • T-TRC2024-35 for the East package was awarded to Watto’s Earthmoving and Machinery Hire Pty Ltd for $3,653,904.93 including GST.
  • T-TRC2024-36 for the West package was awarded to Watto’s Earthmoving and Machinery Hire Pty Ltd for $482,252.27 including GST.
