Preparation of the Tablelands Regional Council planning scheme will be an exhaustive project, which is expected to be completed by 2013.

This process will require making many important decisions on behalf of the community, and will involve collaboration and consultation with many organisations and individuals.

Stage 1 Preliminary Community Engagement The first stage towards preparing the new planning scheme was our community engagement program. This involved running workshops in eleven different centres across the region in July – September 2009. These workshops were designed to inform the community about the process and to gage their concerns and values on broad strategic planning issues. Four key sector sessions were run to capture the perspectives of organisations working in Primary Industries, Business and Tourism, Property Development and Environment sectors within the Tablelands, and all relevant state agencies have been consulted.

Stage 2

Preparation of the Statement of Proposals The feedback from the workshops has been collated and a report which is available to download from this website. The findings of these workshops will inform the content of a draft Statement of Proposals which will document the issues TRC will address in the planning scheme.
Stage 3 Public Notification of the Statement of Proposals Once completed, the Draft Statement of Proposals will go back out to the community for comment. Submissions from the community and stakeholder groups will be invited.

Stage 4

Consideration of submissions Next, Council officers will review and consider all submissions and review the content of the Draft Statement of Proposals. Dependant on community feedback, aspects of this document will be amended.

Stage 5

Preparation of Draft Planning Scheme This will be the most intensive stage of the new planning scheme preparation and will take close to a year. A series of key sector and local area reference groups will be formed, who will then be referred to periodically throughout this stage on key planning issues.
Stage 6 First State Interest Check Draft planning scheme is reviewed by the Minister of Infrastructure and Planning and other relevant state agencies.
Stage 7 Community consultation- Draft planning scheme

Once the Minister advises Council that they are ready to go to public notification, the Draft planning scheme will be published and comment will be invited.

A program of community engagement to introduce the format and features of the Draft planning scheme is planned for this stage.

Stage 8 Consideration of all submissions Council must consider and report on all properly made submissions, and then amend the Draft planning scheme accordingly.
Stage 9 Planning scheme amendments Council will then reconsider the amendments to the Draft planning scheme.
Stage 10 Second State Interest Review Council will then resubmit the amended Draft planning scheme for a second State interest review.
Stage 11 Council’s response to the review Various state agencies will make their amendments to the Draft planning scheme.
Council will review and prepare a response to the State amendments.
Stage 12 State sign off The Minister of the Department of Infrastructure and Planning will then inform Council that the planning scheme may be adopted.
Stage 13 Adoption Council resolves to adopt the new planning scheme.


Please note, this project plan is subject to change since the inception of the Sustainable Planning Act (2009) and the upcoming Queensland Planning Provisions, which has introduced new legislative provisions for the drafting of planning schemes in Queensland.
